So if I bred a tobiano gypsy mare to a tobiano gypsy stud and the foal is a solid, am I correct in the fact that neither is PP (homozygous tobiano) that both are in fact Pp (heterozygous tobiano)?

T is the actual letter used in Quinsta and Stable coding, not P, but yes you are correct, it means they are both Tt =)

Yup, both parents would have had to have passed along -t in order for the foal to be tt/non-tobiano. So Tt they are both.

And yup, P and p are used for overo modifers. I might be hungry, but I'm still surprised I didn't catch that myself. =)
