most agency pets (the ones you see when you click "pets") have items you can buy to name/rename them. Using kennel as an example, you'd click agency, then kennel, then store. From there you buy the name tags.

To use them, you'd go to your account, use agency item, select kennel, then select the name tag, dog to be named, and type in the name you want.
