I know on LeafGreen and FireRed Bob(I think his name was - the guy who made the boxes) turned into Eevee. Also, in the Sinnoh region, you can find eevees occasionally at the mansion place. Can't remember Gen 3, though.

I don;t know where I got my Eevee. I think I battled one in the grass .. somewhere. O.o I bred her ALOT though so I have like, 6 eevees, and I WILL evolve them.. someday. >.>
